Chairman of Belarusian People’s Congress

Belarusian President Aleksandr Lukashenko was elected Chairman of the 7th Belarusian People’s Congress.

In accordance with Article 31 of the Law “On the Belarusian People’s Congress” the chairman of the Belarusian People’s Congress:

submits matters for consideration of the Presidium of the Belarusian People’s Congress, signs resolutions of the Belarusian People’s Congress and orders of the Presidium;
represents the Belarusian People’s Congress in relations with the President of the Republic of Belarus, the National Assembly, the Government, other state bodies and organizations of Belarus and other countries, international organizations;
organizes and supervises the operation of the Secretariat of the Belarusian People’s Congress;
issues executive orders;
swears in judges of the Constitutional Court and the Supreme Court;
is authorized to convene the congress of judges of the Republic of Belarus.

It is a venue where we should discuss the key strategic matters of development and guide our society what way it should follow and how it should develop. In spite of everything we should be above personal ambitions and current circumstances. Our task is to protect the sovereignty and independence of our Motherland. We should preserve the country, ensure its happy future. There is no one else who can do it. Because time has chosen us!”

Belarusian People’s Congress

The Belarusian People's Congress is the highest representative body of people's power of the Republic of Belarus, which determines the strategic areas of development of the society and the state, ensures the inviolability of the constitutional system, the continuity of generations, and civil accord.

The 1st Belarusian People's Congress was held in 1996. Back then, during the difficult time for the country Belarusian President Aleksandr Lukashenko appealed to the people for support for the first time. The following sessions of this crucial government body were held every five years in 2001, 2006, 2010, 2016, 2021.

body. The responsibilities, the order of formation, and the activities of the Belarusian People's Congress are specified in Chapter 31 of the Constitution and the law.

To be the delegate of the Belarusian People’s Congress means, first of all, to be responsible for the fate of the country, to be the barometer of public moods, to be principled when protecting the national interests.

In accordance with the Constitution, the Belarusian People’s Congress:

approves the most important documents for the country (key guidelines of the domestic and foreign policies, the military doctrine, the national security concept, the social and economic development program);
submits proposals on holding the republican referenda, on the amendments and addenda to the Constitution;
reviews issues concerning the legitimacy of elections;
elects judges of the Constitutional Court and the Supreme Court, members of the Central Election Commission, relieves them of their posts;
institutes national holidays and festivities;
confers state awards on the President, and submits proposals the conferment of state awards to other persons.

The resolutions of the Belarusian People’s Congress are mandatory for execution and can revoke the legal acts, other resolutions of government bodies and officials that contradict the interests of national security, except for the acts of courts.
