Security Council of the Republic of Belarus
In accordance with Article 84 of the Constitution of the Republic of Belarus, the President of the Republic of Belarus is the chairman of the Security Council. He appoints and dismisses the state secretary of the Security Council.
The legal framework of the Security Council is shaped by the Constitution of the Republic of Belarus, laws and resolutions of the Head of State, the Military Doctrine of the Republic of Belarus, the National Security Concept of the Republic of Belarus, international treaties of the Republic of Belarus in security matters.
The Security Council supervises domestic and foreign policy issues of the Republic of Belarus, which affect the national security.
Security Council’s functions are:
to outline the main priorities of the state policy in national security and to supervise the implementation of these priorities;
to forecast, detect, analyze and evaluate risks, challenges and threats to national security and to develop measures to eliminate and neutralize them;
to submit proposals to the President of the Republic of Belarus regarding the protection of independence, territorial integrity, sovereignty and the constitutional order of the Republic of Belarus, maintenance of civil order and accord in the country, prevention of extremism and terrorism, prevention and mitigation of emergencies, improvement of existing national security bodies and formation of new ones;
to coordinate activities of government authorities in preparation and implementation of decisions of the President of the Republic of Belarus in national security;
to coordinate the development of cooperation with other countries in security.
The State Secretariat of the Security Council is the working body of the Security Council of the Republic of Belarus. It provides information and analysis in national security. The State Secretariat of the Security Council also provides legal, organizational, and technical support for the work of the President of the Republic of Belarus and the security Council of the Republic of Belarus.
