Commentary to Ordinance No. 4 of 2 June 2015

    The procedure of setting up trade unions has been simplified in Belarus in accordance with ordinance No. 4 signed by Belarus President Aleksandr Lukashenko on 2 June.

    Ordinance No. 4 introduces amendments and addenda to ordinance No. 2 of the President of the Republic of Belarus dated 26 January 1999 “Concerning a number of measures to improve the operation of political parties, trade unions and other public organizations”.

    The document has been developed taking into account the law enforcement practice and the interests of trade unions. The current legal norms are harmonized with the real conditions of setting up and running trade unions. For example, a regulation that a trade union should unite at least 10% of employees or students of a company, institution, organization has been removed.

    Apart from that, certain norms regarding the state registration (re-registration) of trade unions and their associations have been harmonized with the current legislation.

    These amendments will create more favorable conditions for the operation of trade unions, enforcement and protection of social and labor rights and interests of employees.

    Ordinance No. 4 enters into force after its official publication.
