Commentary to Decree No. 523 of 28 December 2015
Draft legal acts regarding the social and economic
development of Belarus will be submitted to the Belarusian president in a manner
of priority. This is envisaged in Belarus President’s decree No. 523 of 28
December 2015.
The decree aims to improve the procedure of submitting draft legal acts to the Belarusian president taking into account the law enforcement practice.
In accordance with the decree, proposals on making decisions which require legal regulation should be submitted in the form of elaborated and harmonized draft legal acts, not in the form of letters with initiatives.
The procedure of submitting draft legal acts prepared by the oblast executive committees and the Minsk City Hall has been specified. Such draft documents should be submitted to the president via the Council of Ministers.
