Commentary to Decree No. 268 of 13 June 2013
On 13 June President of the Republic of Belarus Aleksandr Lukashenko signed Decree No. 268 concerning the operation of the Transport Inspection of the Transport and Communications Ministry of the Republic of Belarus.
The document aims to ensure the operation of the digital road toll system and enable control over road toll collection.
In particular, the document provides for establishing the procedure for collecting road toll in Belarus.
The decree allows using fuel cards issued to pay for the passage along Belarusian toll roads as part of the operation of the digital road toll collection system.
A fuel card is an electronic device used to pay for the passage of vehicles along toll roads. In essence it is similar to the bank cards used by truckers across the globe, including in Belarus, to pay for services abroad (fuel purchase, passage and purchase of associated goods at filling stations).
The decree also allows non-resident owners of the vehicle to pay in Belarusian rubles, Russian rubles, euros or US dollars. Controlling functions of the Transport Inspection will be exercised by means of mobile control 24 hours a day 7 days a week.
Apart from that, since the company RUP Belavtostrada was renamed into GU Belavtostrada, changes have been introduced to the relevant legal acts that regulate the operation of the organization.
The decree will allow completing the formation of the legal base required for the effective operation of the digital road toll system.
