Commentary to Decree No. 257 of 5 June 2013

    President of Belarus Aleksandr Lukashenko signed Decree No. 257 “On a number of issues regarding the organization and holding of cultural and entertainment events” on 5 June.

    The document aims to improve the procedure of organizing and holding such events, stimulate creative activity of Belarusian artists, support young talented people, protect the interests of viewers and prevent violations in the industry.

    In line with the decree, the organizer has to get a certificate permitting to organize and hold cultural and entertainment events on the territory of the Republic of Belarus (a tour certificate) in the department for ideology, culture and youth affairs of the oblast executive committee or the Minsk City Council.
    The certificates to organize concerts of Belarusian performers will be given free of charge.

    The organizer will have to pay an official fee to the special fund of the President of the Republic of Belarus to support talented youth if he or she organizes a concert of foreign artists or a joint concert of Belarusian and foreign artists.

    The decree specifies cases when organizers of cultural and entertainment events are exempt from paying fees.

    In line with the decree, foreign nationals, stateless persons, foreign and international organizations can also organize cultural and entertainment events in Belarus.
