Belarus President makes new appointments

The head of state appointed:
Valentin Rybakov Belarus’ permanent representative to the United Nations Organization.
The President also approved the appointment of:
Vladimir Belov as chairman of the Gantsevichi District Executive Committee;
Alexander Doroshenko as chairman of the Drogichin District Executive Committee;
Oleg Matskevich as first deputy chairman of the Vitebsk Oblast Executive Committee;
Andrei Bulavkin as chairman of the Beshenkovichi District Executive Committee;
Alexander Poznyak as chairman of the Orsha District Executive Committee;
Oleg Poskrobko as chairman of the Soligorsk District Executive Committee;
Pavel Nalivaiko as chairman of the Osipovichi District Executive Committee;
Dmitry Ruban as chairman of the Khotimsk District Executive Committee;
Andrei Dapkyunas as deputy minister of foreign affairs;
Alexander Korbut as deputy minister of natural resources and environmental protection;
Alexander Baraulya as deputy minister of sport and tourism;
Alexander Marchenko as director general of Borisov Plant of Automotive and Tractor Electrical Equipment – managing company of Avtokomponenty Holding Company;
Gennady Azarov as director general of Vityaz;
Sergei Patskevich as director general of Minsk Gear Plant;
Anatoly Martsul as director general of MPOVT;
Ivan Kubrakov as a member of the Vitebsk Oblast Executive Committee;
Sergei Klishevich as a member of the Minsk City Hall.
Local authorities should exercise their powers in full, Belarus President Aleksandr Lukashenko said when approving the appointment of heads of local executive and regulatory bodies. “You come to the primary branch of the power vertical in a rather complicated period. I want you to exercise your powers in full, I do not want to remind you once again that you are heads of district executive committees and you are responsible for these territories,” Aleksandr Lukashenko said.
“Please decide with whom you will work. We do not need fossilized minds. If you want to give a chance to anybody, it will be very good,” the president said. “I do not like hasty decisions: there can be different reasons, there have been different styles of administration before you. Therefore, give people a chance. And in a month or two you will see if a person is ready to work or not.”
The head of state paid special attention to the formation of local administration systems and urged to be very cautious in building interaction with workers of district executive committees. “They have rather normal salaries today, but people should do their job well. If you want to optimize something, reduce the administrative apparatus, and save money (I hope you know that we had this in mind when making a decision on optimization), it is up to you to decide,” he added.
Work with the population is also important, it is necessary to meet with people regularly, Aleksandr Lukashenko said. “They need to see a person with administrative powers who can solve their problems today,” the head of state said. “I do not mean that you should visit people’s houses from morning till night. No. Please decide how you will work with people, there are not many enterprises in your regions.”
There president also reminded that a new school year will begin soon and schools should be prepared for it. “Please do your best to prepare schools for children,” he instructed.
Addressing Oleg Matskevich who was appointed first vice chairman of the Vitebsk Oblast Executive Committee, Aleksandr Lukashenko said that harvesting is the main challenge for the northern region of the country this year. “They always have to work in an extreme situation. However, I doubt they have had such a year before. The situation is difficult and we must help Vitebsk Oblast to save the harvest,” Aleksandr Lukashenko said.
The head of state reiterated his instruction to the regional authorities which is to develop a new structure for the areas under crops. “Grain crops should be sown on the areas that can yield the best results. You have a winter to decide on crop rotation and the new structure of the areas. It is vital for Vitebsk Oblast,” he stressed.
This year’s weather conditions create difficulties to the harvesting
campaign in the country, added Aleksandr Lukashenko. The president instructed
to organize the redeployment of farm machinery where necessary. “The
redeployment of machinery will help Vitebsk Oblast, the north of Minsk Oblast
and Mogilev Oblast,” the head of state said.
