Aleksandr Lukashenko makes new appointments

President of the Republic of Belarus Aleksandr Lukashenko made new appointments on 14 October. The head of state appointed:

Chairman of the State Control Committee of the Republic of Belarus
Deputy Chairman of the State Military Industrial Committee
Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Republic of Colombia, the Republic of Nicaragua and the Republic of Panama on concurrent

When appointing heads of local executive bodies the Belarusian President pointed out the importance of the alternative choice of candidates for managerial posts judging by their professionalism.

Aleksandr Lukashenko also spoke about the optimization of state administration bodies. He deems it necessary to improve discipline.

“I am not going to conceal from you the fact that we will have yet to optimize and improve discipline. I have a draft decree on my table that will affect you most of all. You will get broad powers and yet you will face huge responsibility,” the President noted.

“If a decision is made by a single executive or the entire executive committee, the decision must be implemented. We need implementation discipline. The decision gets implemented, no ifs or buts. If the decision is not implemented, those, who failed, will be made answerable, including criminal prosecution,” Aleksandr Lukashenko said.
The President stressed that from now on the implementation of decisions will continue enjoying closest attention.

“This way of doing things will continue regardless of whether we have elections on our hands or not. No need to adjust your decisions with that factor in mind. You have to remember that it is an exam and all of us will have to sit this exam,” the head of state said. “But we are not going to change our decisions to suit the election. I am getting proposals, including proposals from some opposition figures, in favor of holding the election in March instead of November 2015 because the approval rating of the incumbent president is nearly 90%. It would be deception of our voters and the population. We cannot do it. Moreover, we cannot expose ourselves to criticism like that,” he added.

“We will come out and say frankly what we have managed to achieve. If we haven’t managed to do something, we will do it. Belarusians will be free to cast their votes. They will be free to elect another person. Everything must be honest. It is what we should bear in mind instead of changing our policy bearing the elections in mind. Life goes on the way it is intended,” the President stressed. “We should base our policy on honesty and justice. We need nothing else. Honesty and justice are not purely psychological notions now but economic ones,” he said.

When appointing Leonid Anfimov Chairman of the State Control Committee, Aleksandr Lukashenko said that the State Control Committee plays a most important role in the life of the state. Speaking about personal qualities of the new head of the committee, the President mentioned Leonid Anfimov’s principled attitude to safeguarding state interests.

The State Control Committee of Belarus should practice a more serious and fundamental approach to the oversight of the fulfillment of instructions issued by the head of state. “You should be the one to oversee the fulfillment of instructions issued by the president. You should be the one to decide whether an instruction has been carried out or not,” said the head of state. “Over the course of the implementation of the instruction you should seriously influence the process to prevent failures”. “These matters have to be seriously controlled throughout the course of the process. Because the president gives instructions and makes decisions that influence fundamental aspects of our country’s life,” the Belarusian leader stressed.

Yet the President warned the State Control Committee against favoring prosecution. It is necessary to always evaluate things and make decisions in an objective and just manner. “You should not start an inspection expecting enemies and adversaries. But if as a result we can see that they are indeed enemies and adversaries, we should make them bear responsibility for their actions,” noted Aleksandr Lukashenko. He explained that he used the words “enemy” and “adversary” because the people that commit economic crimes do so against interests of the state and the nation. “We cannot allow it. They must face the full responsibility,” the head of state said.
