Commentary to Decree No. 526 of 13 November 2014
On 13 November President of the Republic of Belarus Aleksandr Lukashenko signed Decree No. 526 “Concerning additions and amendments to the provision on the National Honors Board”.
The document aims to improve the mechanism of evaluating the performance of regions and organizations. The decree envisages that conditions for the nomination of administrative and territorial units and organizations among Belarusian regions and the city of Minsk, districts, cities and city districts, manufacturing organizations are determined by the Economy Ministry. Nominees are chosen taking into account concerted efforts to raise the economic efficiency of organizations and to train senior personnel; the evaluation of the companies’ performance is conducted for the legal bodies in general; when nominating companies in the resource saving category it is essential to take into account the winner’s progress in the fulfillment of targets in the saving of energy and fuel resources, reducing manufacturing costs and the materials intensity of products.
The decree has streamlined the list of mandatory conditions for putting down names of winners of the nationwide competition on the National Honors Board. In particular, the decree specifies that the winners of the competition must not have corruption records in the reporting period.
