On the draft international agreement

Decree No. 79 of 3 March 2022

On 3 March Belarusian President Aleksandr Lukashenko signed Decree No. 79 to approve the Belarus-Russia draft treaty on the harmonization of customs legislation and cooperation in customs matters as a basis for negotiations.

The preparation of this international treaty was set out by the 2021-2023 Main Directions for Implementing the Provisions of the Union State Treaty. The Main Directions were approved by the Supreme State Council of the Union State on 4 November 2021.

The draft treaty sets forth the areas of cooperation between the customs authorities of the two countries (information exchange, joint customs control, categorization of persons performing customs operations), the creation of an interstate risk management center at the Customs Committee of the Union State as well as analytical work and monitoring of customs operations.

The State Customs Committee of Belarus is authorized to negotiate this draft treaty and sign it if an agreement is reached within the scope of the approved document.
