On the draft international agreement

Decree No. 122 of 10 April 2026

Belarusian President Aleksandr Lukashenko signed Decree No.122 on 10 April, approving the draft agreement on e-commerce of goods in the Eurasian Economic Union (EAEU) as a basis for negotiations.

The draft international treaty is aimed at ensuring mutual e-commerce within the internal market of the EAEU, upholding the rights and legitimate interests of its participants, and defining the rules of interaction between them.

In particular, it provides for the establishment of e-commerce principles and conditions, including non-discrimination, free movement of goods, and the provision of services related to such trade. It also sets out procedures for electronic document exchange, data protection, and information security. The Council of the Eurasian Economic Commission (EEC) is expected to be granted the authority to establish general requirements and rules for e-commerce participants.

The government is authorized to conduct negotiations on the draft agreement and to sign it.

The implementation of the agreement will help increase trade and raise the level of consumer protection.
