Ministry of Emergencies

General information

The Ministry of Emergencies is a central government agency in charge of regulation and management in the sphere of prevention and alleviation of consequences of natural and man-caused emergencies, in the spheres of civil defense, fire safety, industrial safety, nuclear safety, and radiation safety, the alleviation of consequences of the Chernobyl catastrophe, in charge of creating and maintaining state and mobilization material reserves, in charge of regulating safety matters with regard to small vessel navigation along inland waterways in Belarus.

Main tasks

• to organize measures to respond to emergencies and to participate in the alleviation of their consequences;
• to participate in the implementation of the state policy in the sphere of prevention and alleviation of consequences of emergencies, in the sphere of civil defense and fire safety;
• to organize and participate within limits of its authority in the operation of state systems for preventing and dealing with emergencies, state systems of civil defense and fire safety, the system for monitoring and forecasting emergencies;
• to coordinate within limits of its authority the operation of government agencies, other organizations in the sphere of prevention and alleviation of consequences of emergencies, in the sphere of civil defense and fire safety;
• to perform government oversight, discharge control functions, licensing functions, and other special functions in matters of protection of the population and territories from emergencies, in matters of civil defense and fire safety;
• to manage civil defense.
