Maksim Ryzhenkov

Maksim Ryzhenkov was born in Minsk in 1972.

In 1994 he graduated from Belarusian State University (Law Department) where he majored in international law.

In 2003 he received a diploma in state and local administration from the Academy of Public Administration under the aegis of the President of the Republic of Belarus.

In 1994-1996 he worked at the Central Office of the Ministry of Foreign Affairs of Belarus.

In 1996-2000 he worked at the Embassy of the Republic of Belarus in the State of Israel.

In 2000-2003 he worked as Head of the OSCE and the Council of Europe Unit at the Ministry of Foreign Affairs of Belarus.

In 2003-2005 he was Minister Counselor of the Belarusian Embassy in the Republic of Poland.

In 2005-2006 he was Head of the Americas Department at the Ministry of Foreign Affairs of Belarus.

In 2006-2012 Maksim Ryzhenkov worked as Head of the Foreign Policy Department at the Belarus President Administration.

In 2012-2014 he worked as Belarus President’s Aide for Physical Education, Sport and Tourism.

In 2015-2017 Maksim Ryzhenkov was First Vice President of the National Olympic Committee of Belarus.

In December 2016 he was appointed First Deputy Head of the Administration of the President.

Olga Chupris was born in Minsk in 1969.

In 1992 she graduated from Belarusian State University where she majored in law. Doctor of Law, Professor.

In 1992 she worked as a public notary at the public notary’s office of the Moskovsky District of Minsk (reporting to the Department of Justice of the Executive Committee of the Minsk City Council of Deputies).

In 1992-1997 Olga Chupris attended postgraduate courses at Belarusian State University.

In 1997-2004 she worked as a lecturer, senior lecturer, assistant professor at the Constitutional Law Department of the Law Faculty of Belarusian State University.

In 2004-2005 Olga Chupris served as Deputy Director for Academic Work at the Law College of Belarusian State University.

In 2005-2010 she worked as assistant professor at the Constitutional Law Department of the Law Faculty of Belarusian State University.

In 2010-2015 Olga Chupris served as Vice Dean of the Law Faculty of Belarusian State University.

In 2015-2018 she worked as head of the Public Administration Department of Belarusian State University.

In 2018-2019 Olga Chupris worked as Vice Rector for Academic Work and Educational Innovations at Belarusian State University.

In December 2019 Olga Chupris was appointed Deputy Head of the Administration of the President.

Aleksandr Yegorov

Deputy Head of the Administration of the President.

Aleksandr Yegorov was born on 16 June 1985 in Minsk.

He graduated from Belarusian State University in 2007; received a master's degree from Williams College in 2012.

In 2007-2009, he worked as a specialist of the first qualifications category, a leading specialist of the Department for Analysis and Forecasting of Systemic Banking Risks of the Department for Analysis of Banking System Stability with the Banking Supervision Directorate at the National Bank of Belarus.

In 2009-2011 - Economist at the International Monetary Fund in Belarus.

In 2012-2013 - Deputy Head of the Directorate of Financial, Tax, Monetary and Foreign Exchange Policy - Head of the Monetary and Foreign Exchange Policy Department, Head of the Directorate of Financial, Tax, Monetary and Foreign Exchange Policy at the Economy Ministry of Belarus.l

In 2013-2015 - Head of the Directorate for Analysis and Forecasting of the Financial Sector at the Economy Ministry.

In 2015-2021 - Director of the Financial and Economic Department, Director of the Center for Strategic Development and Economic Research, Executive Director, Deputy Chairman of the Board of Belarusbank.

In 2021 - 2024 - Chairman of the Board of the Development Bank of the Republic of Belarus.

In March 2024 Aleksandr Yegorov was appointed Deputy Head of the Administration of the President.

Vladimir Pertsov

Vladimir Pertsov was born in Vitebsk in 1974.

In 1996 he graduated from Masherov Vitebsk State University; in 2007 – from the Academy of Public Administration under the aegis of the President of the Republic of Belarus.

In 1995-1999 he worked as editor at the Vitebsk Oblast Television and Radio Association; in 1999-2002 as editor-in-chief of the radio department at the Vitebsk Oblast Television and Radio Association.

In 2002-2003 Vladimir Pertsov ran the Grodno Oblast Television and Radio Association. In 2003-2008 he worked as director of the republican unitary enterprise of the radio and television center TV and Radio Company Grodno.

In 2008-2010 he worked as director of the broadcasting directorate of the RTR-Belarus TV channel (ZAO Stolichnoye Televideniye).

In 2010-2021 he ran the Belarusian office of the Mir company.

In 2021-2024 Vladimir Pertsov worked as Information Minister.

In April 2024 he was appointed Deputy Head of the Administration of the President.
