Decree No. 64 of 19 February 2024

On 19 February, Belarusian President Aleksandr Lukashenko signed Decree No. 64 to promote and improve remote financial solutions.

In particular, the document expands the range of legal entities authorized to carry out remote identification of customers and due client data verification using the interbank identification system.

To improve the security and quality of the services, the document details the requirements for remote identification, including when using biometric personal data.

These measures create conditions toexpand the range of remote financial services and make them more convenient for users. For example, using one mobile application the customer will be able to access accounts or bank payment cards of different banks without going through the authentication procedure for each of them. It will also be more convenient and faster to obtain a bank loan to purchase goods in trade organizations.

The possibilities of using ID-cards will be expanded significantly. Their owners will be able to remotely access financial services provided by any financial institution without visiting a bank or paid service provider, pay for any administrative procedures and make other payments that require data verification.
