The purpose of this Decree is to boost foreign trade as done by domestic economic entities, and to improve the procedure of carrying out and overseeing foreign trade transactions. For this, the Decree stipulates the ways of terminating one’s obligations and the procedure of settling accounts in such cases; it sets the time framework for the termination of one’s obligations with respect to export/import transactions, 90 and 60 calendar days respectively.

The Government together with the National Bank, following due coordination with the President, are entitled to set other time framework for the termination of one’s obligations with respect to certain transactions.
