Working trip to Minsk District

President of Belarus Aleksandr Lukashenko stressed that the key to a good harvest is strict observation of technologies and efficient management of agricultural works. The head of state made the statement during his working trip to Minsk District on 29 July.

The President visited a grain field belonging to Minsk Poultry Factory No. 1 where he was informed about the use of intensive winter triticale growing technologies. The biological yield of the field exceeds 107 centners per hectare, while the actual yield during the harvesting is close to 100 centners per hectare. Such a good yield is attributed not only to good weather conditions, but also to observance of all technological requirements, from additional fertilizing to timely weed removal.

Aleksandr Lukashenko asked the specialists about their approaches in agriculture, operation of the enterprise, progress in the technical upgrade.

“That is the way. Everything is about technologies and management, not money, control and commissions of Myasnikovich. If things are done in time, everything will be okay. It is true, weather can interfere, however, the most important thing is technology,” the Belarusian leader said addressing Minsk Oblast Governor Semyon Shapiro.

The President was informed about the course of harvesting in the country and Minsk Oblast. In this regard, the head of state urged to work out a smart harvesting plan taking into consideration crop ripening and readiness of fields.

The President also gave instructions to provide Belarusian agricultural companies with modern Belarus-made machinery for harvesting fields where the crop yield is 100 centners per hectare and higher for years to come.

Purchases of the necessary amount of grass seeds were also discussed during the working trip. The President was informed that the national enterprise Belsemena takes care of that using a centralized approach, however, every agricultural enterprise can hold a tender and choose a different provider.

“Contact the State Control Committee and clarify why the seeds sold by mediators via tenders are cheaper than those sold using the centralized approach. I would like a report on this and other issues,” demanded the head of state.

“Otherwise, it turns out that someone’s pocket companies can take part in these tenders while we make purchases in a centralized manner. God forbid if it is so. We will verify it,” the President remarked.

Aleksandr Lukashenko stressed he believes it is strange that centralized wholesale deliveries offer prices higher than those offered by small mediators. “We don’t need these mediators. If you aim for a centralized approach, you must become a monopoly. Prices have to be examined at every stage and this price has to be the lowest,” the Belarusian leader stressed.

During the working trip to Minsk District Aleksandr Lukashenko reminded about his requirement for a serious rotation of personnel and for finding promising executives. “I do not hide it and have said several times that it is time for a serious personnel rotation. We do not want stagnation,” the Belarusian leader stressed. “When I come to a field, how the field is being harvested is not the most important thing for me. Evaluating the performance of the personnel and the executive is,” he added.

Addressing Aide to the President, Chief Inspector for Minsk Oblast Nikolai Korbut, Aleksandr Lukashenko stressed that the Inspector had to find promising personnel, who would be able to fill in various important positions in the future.

Once again the head of state drew attention to the optimization of personnel numbers in municipal government agencies. In particular, in his words, it is necessary to change the approaches practiced by specialists of agriculture administration offices, who should aid and guide the resolution of practical issues instead of substituting as the administration of agricultural enterprises. “The head of an agriculture administration agency should find some other niche,” the Belarusian leader believes. “But if he or she or their deputies give an order, the order must be fulfilled. Then the prestige of the civil service will be secured. There is no other way to go about it,” he said.

The head of state remarked that the optimization and the reduction of personnel numbers will allow raising salaries and the prestige of civil servants. “The reform must proceed in all directions,” the President said.

Aleksandr Lukashenko stressed that the overall number of executives was excessive. In his words, qualified production engineers, people, who know their business inside out, are what the country needs most. “Human resources represent the most important thing for me,” the President stressed. The need for constant efforts to improve the qualification of heads of district administrations and agricultural enterprises, to provide them with modern scientific methods was pointed out.
