Session of Belarus’ Security Council

The country needs military security, social and political stability, Belarus President Aleksandr Lukashenko said at the session of the Security Council of Belarus on 16 December.
Aleksandr Lukashenko pointed out that the situation around Belarus had changed essentially, the forms and methods of confrontations and warfare had radically evolved.
“It seems that never before did views on the science of war change so radically and rapidly the way they do now. Never before did conflicts emerge and develop so unpredictably and quickly. Unfortunately, it is our present-day reality that we have to respond to, have to make the relevant conclusions and take practical steps,” the head of state said.
According to the President, situations unparalleled in the past are now more and more frequent. “So-called hybrid threats emerge. The notion of the territorial integrity of the state is eroding. The indirect action strategy developed by Western experts has spread far and wide. The strategy relies on non-governmental organizations of radical nature and other similar organizations for reaching goals,” Aleksandr Lukashenko noted. “The potential of private military companies is vigorously used. They are followed by the military power of armies. A lot of attention is paid to information wars, so-called fifth columns are employed, and negative public opinions are shaped by mass media and the Internet.”
The President believes that the ongoing bloodshed in Ukraine is an instructive lesson for every sovereign state. “Contradictions in the country’s political system, corruption and decay of the government structure, the weak national security system led to riots and the civil war, to thousands of dead people and economic chaos. The country has been split apart, with innocent people suffering. At the same time, the potential for hatred and the export of color revolutions is being accumulated over there,” the Belarusian head of state stated. “We cannot be indifferent about this conflict. Our stance in this regard has been stated precisely and definitely. We do not have to change our stance for now. Time has proven the correctness of our actions,” the Belarusian leader added.
The President remarked that the increase in NATO’s military potential at western borders is alarming. The conclusion has been prompted by the rising number of preparations of NATO forces, more intensive intelligence-gathering activities, the deployment of military facilities in Poland and Baltic states.
The President stressed that Belarus should develop and strengthen its defense capacities.
“The recent actions of our eastern brother cannot but raise concern. However, we are not drawing any conclusions yet, including me, before the meeting with the Russian President,” the Belarusian head of state said.
“I want to understand why the Russian Federation would act this way towards Belarus,” Aleksandr Lukashenko added.
“Of course, we cannot disregard it. I would like to repeat that we do not make any drama of it. We just want clarity,” Aleksandr Lukashenko said.
“Once we agreed that the major threats for our country come from the economy. There are no other threats, including on the part of NGOs, some radical opposition and anything else. They cannot pose any threat in the first place. The government still lives up to people’s expectations. Although some people here have given up and stopped working, people still tolerate this government,” the head of state said.
Aleksandr Lukashenko emphasized that the economy is a very vulnerable target in any country, in particular an export-oriented country in today’s situation.
“Everybody should understand that no one will be allowed to talk to Belarus from a position of force. We are not a huge country, we do not possess nuclear weapons, but our army is effective enough to counter any threat. Not only the army but the whole nation is prepared to do it,” the head of state said.
“We do not want to be dictated and maltreated. We will take care of our land, our national identity and independence,” the President underlined.
"We clearly understand that stability and security are very important for the country’s sustainable development. We do not seek to wage a war, but we will do all we can to ensure the military security and social and political stability in the country,” Aleksandr Lukashenko noted. According to him, "If anyone thinks that we intentionally increase pressure in our society and the state, if anyone thinks that we intentionally look for some external enemies, they are deeply mistaken.” "Our state is going though such a period of development when we need no external enemies, in the form of a scarecrow, or internal wariness. We need peace and quiet. Only in this situation, we will be able to grow further and withstand any challenges,” he noted.
The President added that if anyone thinks to come here with a sword, he must also know that he will be hit by the sword.
Aleksandr Lukashenko noted that at the current meeting the Security Council will plan the measures to prevent first of all military threats. He stressed that he would like to hear how the Security Council deals with the current trends, forms and methods of military actions and how it assesses the political, military and strategic situation from the point of view of Belarus’ security, and how the external threats may influence the country. The President drew attention to the need to assess the situation realistically and to offer solutions taking into account the existing capacities.
The participants of the session thoroughly analyzed Belarus’ defense plan for the next five-year period. The plan was developed taking into account the profound analysis of the current situation in the world and in the country.
The President listened to a number of reports from Belarusian officials regarding the fulfillment of this plan and gave instructions about the implementation of this plan at various stages.
At the end of the session the President of the Republic of Belarus, Commander in Chief of the Belarusian Armed Forces Aleksandr Lukashenko signed the resolution and the directive concerning the state defense.
