Administration of the President of the Republic of Belarus

Formed in accordance with Article 84 of the Constitution of the Republic of Belarus, the Belarus President Administration is the state administration body which acts under the auspices of the President of the Republic of Belarus and supervises the implementation of the resolutions of the President of the Republic of Belarus. The Belarus President Administration is subordinated to the President of the Republic of Belarus.

Igor Sergeyenko

Сергеенко Игорь Петрович

Head of the Belarus President Administration

Igor Sergeyenko was born in the village of Stolitsa, Sharkovshchina District, Vitebsk Oblast, in 1963.

He graduated from the Belarusian State University named after Vladimir Lenin in 1984, the Academy of Public Administration under the aegis of the President of the Republic of Belarus in 2006.

Served in the Armed Forces in 1984-1986.

Igor Sergeyenko worked as head of the academic and methodological office of the Communist Party History and Political Economy Chair at the Vitebsk State Medical University in 1986-1988.

Studied at the Graduate School of the State Security Committee of the USSR in 1988-1989.

Igor Sergeyenko occupied various posts at the State Security Committee of Belarus in 1989-2010.

He was appointed head of the Mogilev Oblast Department of the State Security Committee in 2010; first deputy chairman for counter-intelligence of Belarus’ State Security Committee in 2013.

Worked as First Deputy Chairman of the State Security Committee of Belarus in 2014-2019.

In December 2019 Igor Sergeyenko was appointed Head of the Belarus President Administration.


Maxim Ryzhenkov

First Deputy Head of the Belarus President Administration

Maxim Ryzhenkov was born in Minsk in 1972. He graduated from the Belarusian State University in 1994 (the Law Department, international law), the Academy of Public Administration under the aegis of the President of the Republic of Belarus in 2003 (state and local administration).

In 1994-1996 he worked at the Directorate of the Ministry of Foreign Affairs of Belarus. In 1996-2000 – at the Embassy of the Republic of Belarus in the State of Israel. In 2000-2003 he worked as Head of the Department for the OSCE and the Council of Europe at the Ministry of Foreign Affairs of Belarus. In 2003-2005 – as Minister Counselor at the Belarusian Embassy in Poland. In 2005-2006 – as Head of the America Department at the Ministry of Foreign Affairs of Belarus.

In 2006-2012 Maxim Ryzhenkov worked as Head of the Foreign Policy Department at the Belarus President Administration.

In 2012-2014 Maxim Ryzhenkov worked as Belarus President’s Aide for Physical Fitness, Sport, and Tourism Development.

In 2015-2017 Maxim Ryzhenkov has been First Vice President of the National Olympic Committee of Belarus.

In December 2016 he was appointed First Deputy Head of the Belarus President Administration.


Olga Chupris

Чуприс Ольга Ивановна Deputy Head of the Belarus President Administration

Olga Chupris was born in Minsk in 1969. She graduated from the Belarusian State University in 1992 (major in law). Doctor of Juridical Sciences, Professor.

In April 1992 – November 1992 she worked as government notary at the government notary’s office of the Moskovsky District of Minsk (the department of justice of the executive committee of the Minsk City Congress of People’s Deputies).

In 1992 – 1997 Olga Chupris received postgraduate training at the Belarusian State University.

In December 2014 he was appointed Deputy Head of the Belarus President Administration.

In 1997-2004 she worked as lecturer, senior lecturer, assistant professor at the Constitutional Law Chair of the Law Department of the Belarusian State University.

In 2004-2005 Olga Chupris worked as deputy director for academic work at the Law College of the Belarusian State University.

In 2005 – 2010 she worked as assistant professor at the Constitutional Law Chair of the Law Department of the Belarusian State University.

In 2010-2015 Olga Chupris worked as vice dean of the Law Department at the Belarusian State University.

In 2015-2018 she worked as head of the Public Administration Chair of the Belarusian State University.

In 2018-2019 Olga Chupris worked as vice rector for academic work and educational innovations at the Belarusian State University.

In December 2019 Olga Chupris was appointed Deputy Head of the Belarus President Administration.

Andrei Kuntsevich

Кунцевич Андрей Михайлович

Deputy Head of the Belarus President Administration

Andrei Kuntsevich was born in 1979 in Mogilev.

He graduated from the Belarusian State University (journalism) in 2002, the Academy of Public Administration under the aegis of the President of the Republic of Belarus (public administration and ideology) in 2007.

In 2009–2011 Andrei Kuntsevich worked as deputy chairman of the Shklov District Executive Committee.

In 2011–2013 he worked as head of the ideology department of the Mogilev Oblast Executive Committee. He was first deputy head of the main department for ideology, culture and youth affairs of the Mogilev Oblast Executive Committee - head of the ideology department.

In 2013-2016 Andrei Kuntsevich worked as deputy chairman of the Mogilev City Hall.

In 2016-2017 he worked as head of the main department for ideology, culture and youth affairs of the Mogilev Oblast Executive Committee.

From January 2017 Andrei Kuntsevich worked as deputy chairman of the Mogilev Oblast Executive Committee.

In August 2019 Andrei Kuntsevich was appointed Deputy Head of the Belarus President Administration.
