Administration of the President of the Republic of Belarus

Formed in accordance with Article 84 of the Constitution of the Republic of Belarus, the Belarus President Administration is the state administration body which acts under the auspices of the President of the Republic of Belarus and supervises the implementation of the resolutions of the President of the Republic of Belarus. The Belarus President Administration is subordinated to the President of the Republic of Belarus.

Natalya Kochanova

Head of the Belarus President Administration

Natalya Kochanova was born in the town of Polotsk, Vitebsk Oblast, in 1960. She graduated from the Novopolotsk Polytechnic Institute in 1982, the Academy of Public Administration under the aegis of the President of the Republic of Belarus in 2006.

In 1982-1995 she worked as console operator, safety engineer, engineer of the production and technical department of the Polotsk-based enterprise Vodokanal. In 1995-2002 Natalya Kochanova worked as engineer, acting head, chief engineer of the production and technical department of the housing and utilities organization in Polotsk. In 2002-2007 she worked as head of the housing and utilities department, acting chairperson for capital construction, housing and utilities services at the Polotsk City Hall.

In 2007-2014 Natalya Kochanova worked as Chairperson of the Novopolotsk City Hall.

In 2014-2016 she was Deputy Prime Minister of the Republic of Belarus.

In December 2016 Natalya Kochanova was appointed Head of the Belarus President Administration.


Maxim Ryzhenkov

First Deputy Head of the Belarus President Administration

Maxim Ryzhenkov was born in Minsk in 1972. He graduated from the Belarusian State University in 1994 (the Law Department, international law), the Academy of Public Administration under the aegis of the President of the Republic of Belarus in 2003 (state and local administration).

In 1994-1996 he worked at the Directorate of the Ministry of Foreign Affairs of Belarus. In 1996-2000 – at the Embassy of the Republic of Belarus in the State of Israel. In 2000-2003 he worked as Head of the Department for the OSCE and the Council of Europe at the Ministry of Foreign Affairs of Belarus. In 2003-2005 – as Minister Counselor at the Belarusian Embassy in Poland. In 2005-2006 – as Head of the America Department at the Ministry of Foreign Affairs of Belarus.

In 2006-2012 Maxim Ryzhenkov worked as Head of the Foreign Policy Department at the Belarus President Administration.

In 2012-2016 Maxim Ryzhenkov worked as Belarus President’s Aide for Physical Fitness, Sport, and Tourism Development.

In 2015-2017 Maxim Ryzhenkov has been First Vice President of the National Olympic Committee of Belarus.

In December 2016 he was appointed First Deputy Head of the Belarus President Administration.


Valery Mitskevich

Мицкевич Валерий ВацлавовичValery Mitskevich was born in the town of Lida, Grodno Oblast, in 1964. He graduated from the Belarusian State University in 1989. In 1989-1991 he worked as Candidate Judge, Acting Judge of the Minsk District Court.

In 1991-2001 he worked as a judge, Chairman of the Court of Minsk District and Zaslavl. In 2001-2005 Valery Mitskevich worked as Deputy Justice Minister, member of the Central Election Commission of the Republic of Belarus. In 2005-2009 he worked as Director of National Center of Legislative Activity under the Auspices of the President of the Republic of Belarus, Director of the National Center of Legislation and Legal Research of the Republic of Belarus.

In June 2009 Valery Mitskevich was appointed Deputy Head of the Belarus President Administration.


Nikolai Snopkov

Deputy Head of the Belarus President Administration

Nikolai Snopkov was born in Mogilev in 1969.

He graduated from the Belarusian Agricultural Academy in 1991, the Academy of Public Administration under the aegis of the President of the Republic of Belarus in 2001.

In 1990-1996 he worked as an economist, chief economist at the companies in Grodno Oblast and Mogilev Oblast. In 1996-2000 he worked as deputy chairman for economic issues, market relations and privatization at the Gorki District Executive Committee. In 2000-2007 Nikolai Snopkov worked as head of the financial department of the Mogilev Oblast Executive Committee. In 2007-2009 he was deputy chairman of the Mogilev Oblast Executive Committee. In 2009 he became deputy head of the Belarus President Administration. In 2009-2014 Nikolai Snopkov worked as Economy Minister of the Republic of Belarus.

In December 2014 he was appointed Deputy Head of the Belarus President Administration.
