Belarus threatens no one and views no country in the world as its potential enemy. Belarus President and Commander-in-Chief of the Armed Forces Aleksandr Lukashenko reiterated this idea on 11 October 2003, as he took stock of the six-say exercise Clear Sky 2003.

The head of state praised the exercise but urged not to rest on the laurels. The Belarusian army proved its ability and readiness to achieve goals. In line with the president’s decision, such large-scale comprehensive exercises are held in the country twice within a five-year period to maintain high defense capacity of the Belarusian army. The previous exercises have shown that this is the best way to prepare troops for defending the country.
