On 3 July 1996 Aleksandr Lukashenko took part in a ceremony to mark the 52nd anniversary of the liberation of Minsk from Nazi occupation.

Wreaths were laid at the Victory Monument on Victory Square. The head of state made a speech in which he praised the heroism of people during the war, and also addressed the international community with an initiative to create a nuclear-free zone in Central and Eastern Europe. He voiced Belarus’ readiness to undertake the role of a coordinator of any practical steps in the implementation of this initiative.
