Commentary to Decree No.259 of 8 July 2016

    Belarus President Aleksandr Lukashenko signed Decree No.259 amending Decree No.670 of 22 December 2010 “Concerning some matters of payment for the supply of natural gas, electricity and heating energy”.

    The document aims to streamline the procedure for the payment of natural gas, electricity and heating bills by economic entities.   

    In order to ensure legal regulation of payments for the electricity supplied by the organizations affiliated with the Energy Ministry at time-of-use rates, the Council of Ministers shall adopt appropriate laws and regulations.

    “The new rules will encourage consumers apply advanced methods of payment for electricity. The methods are aimed at reducing costs. The document will also help with leveling off daily electricity load curve through increasing its consumption at night hours. The move will help energy providers within the system of the Energy Ministry reduce production costs related to the operational modes of power generation equipment,” the press service said.

    The decree will help reduce expenditures of consumers and energy-supplying organizations of the Belarusian energy system.
