Commentary to Decree No. 462 of 9 October 2013

    On 9 October President of Belarus Aleksandr Lukashenko signed Decree No. 462 “Concerning the provision of state child care benefits”.

    The issuance of the decree is conditioned by the fact that since 1 January 2013 self-employed entrepreneurs, private scriveners, lawyers and artisans who have children under the age of three have received 50% of the established child care benefits. The same pertained to the persons who have been working more than a half of standard working hours in accordance with labor agreements before their children turned three years old.

    Given the fact that legislation permits working persons to take child care leaves and get child care benefits in full until their children turn three years old, the decree gives an opportunity to execute the same right to self-employed entrepreneurs, private scriveners, lawyers and artisans.

    The decree will allow self-employed entrepreneurs, private scriveners, lawyers and artisans to choose a more appropriate variant. They can either work and get 50% of child care benefits for children under the age of three or put their work on hold and get child care benefits in full.

    The decree shall enter into force in ten days after its official publication.
