Commentary to Decree No. 219 of 16 May 2014

President of the Republic of Belarus Aleksandr Lukashenko signed Decree No. 219 “Concerning the construction of the Vitebsk hydro-power plant on the Western Dvina River” on 16 May.

In accordance with the decree, the Vitebsk hydro-power plant will be built before 1 January 2019 in line with the construction agreement between Vitebskenergo and the Chinese company China National Electric Engineering Co., Ltd.

There are plans to build a facility with four hydro-power units with the total capacity of 40MW.

The total cost of the construction project will be $189.55 million without VAT and customs duties. The project will be sponsored by China Development Bank and Vitebskenergo.
