On introducing amendments and addenda to the Decree of the President of the Republic of Belarus

Decree No. 143 of 30 March 2015
On 30 March Belarus President Aleksandr Lukashenko signed Decree No. 143 to introduce amendments and addenda to Decree No. 222 of 16 May 2014 “Concerning the regulation of entrepreneurship activities and sales of goods by self-employed businessmen and other natural persons”.

In particular, the document prolongs the transition period during which market vendors can sell the remainders of the products imported without supporting documents till 1 January 2016.

When selling goods without supporting documents decree establishes the use of multiplying coefficient 2 in calculating the single tax. Besides, the following multiplying coefficients will be used to calculate the value added tax:

2 – from 1 March 2015 to 31 March 2015;

2.5 – from 1 April 2015 to 30 June 2015;

3 – from 1 July 2015 to 30 September 2015;

4 – 1 October 2015 to 31 December 2015.

In order to encourage market vendors to purchase products from legal manufacturers and suppliers, the businessmen who will have supporting documents for all goods on sale will be allowed to shift to the simplified taxation system from 1 April 2015, 1 July 2015 or 1 October 2015.

The decree also provides for clear-cut instructions regarding the sale of goods by Belarusian natural persons and foreign nationals.

In order to streamline the sale of products by natural persons, the decree imposes a ban on the outdoor sale of goods at sport stadiums, in parks, municipal transport and other public places, except for the places specified by local executive and regulatory authorities.
