On Some Measures of State Support for Small Business

The Decree adopts the Provisions on granting financial support from the state to small business entities and entities of small business support infrastructure by making available the funds of small business support programmes. The Provisions bring together and systematize isolated legislative acts of various levels which used to regulate how this support is to be granted.

Specifically, in accordance with this document, financial support can be granted to individual entrepreneurs, micro-businesses (with an average of up to 15 employees) and small businesses (with an average of 16 to 100 employees) in the form of funds made available through small business support programmes by providing as follows:

- funds on a repayable basis;

- property on leasing terms and funds for partial reimbursement of expenses on leasing payments;

- privileged loans and related guarantees;

- partial reimbursement of interest on bank loans;

- partial reimbursement of expenses related to participation in exhibitions and trade fairs or their organization.

A distinguishing feature of the new document is that this state support shall be provided selectively, on the basis of a contest and only if small businesses implement investment project in the following areas:

- creation, development and expansion of production of goods (works, services);

- organization and development of production of export-oriented and import-substituting products;

- production of goods for energy- and resource-saving;

- implementation of new technology .

A mandatory condition for being granted state financial support is to create new jobs.

With the view of improving the efficiency of state support, the Decree introduces control over its targeted utilization and defines a clear circle of entities who do not qualify for participation in the related contests.
