Decree No 270 of 15 May, 2008

President of Belarus Alexander Lukashenko has issued Decree No 270 “On Measures for Improving Motorway Services”.

This document provides tax relief for the owners of motorway services and entitles them to take loans on privileged terms for building this type of facilities and the related infrastructure.

Opening and running modern-day motorway services requires considerable financial inputs. But the level of taxation was hindering investment in this industry to a certain extent.

The document proposes a two-year property tax relief for the start-ups in this industry. In addition, the Decree announces tax relief plans for the companies and individual entrepreneurs involved in this industry, who are not subject to single tax, with respect to taxes on profit and income earned by way of providing motorway services. The relief scheme shall be effective within five years from the inception moment.

The purpose of the Decree is to create an enabling environment for development of outbound and inbound tourism in Belarus, increase the volume of paid services, improve services, stimulate investment in this industry and provide for a more efficient use of Belarus’ transit potential.
