The process of debureaucratization will have a nationwide character and will apply not only to the state apparatus but also to all agencies working with the population. It will help raise the living standards of people.
The key feature of revised Directive No. 2 is the focus on the resolution of all issues of the population, especially at the local level. Therefore, creating the conditions for the normal life of citizens and raising the quality of services provided to the population are the main priorities for local executive bodies and regulatory authorities.
For instance, the oblast executive committees and the Minsk City Hall will be tasked to facilitate the provision of popular services, including on a paid basis (such as leasing of equipment for agricultural and construction works), to raise the efficiency of housing, utilities and other organizations providing services to the population. The document will also introduce a special system for the evaluation of the efficiency of such organizations.
In order to raise the openness of public administration bodies, heads of central government agencies and local executive bodies will be obliged to organize reception hours for the public from 8:00 till 13:00 every Wednesday, organize phone hotlines from 9:00 till 12:00 every Saturday and hold on-site meetings with citizens at least once in three months.
Apart from that, the document provides for a number of measures to step up information work with the population and organizations and to promote electronic administrative procedures.
