Concerning the state of Ukrainian citizens in the Republic of Belarus
Decree No. 420 of 30 August 2014
The President of the Republic of Belarus, Aleksandr Lukashenko, signed a decree "On the stay of citizens of Ukraine in the Republic of Belarus”.
The decree was adopted in view of the steadily increasing inflow of citizens of Ukraine arriving in the Republic of Belarus from the Donetsk and Lugansk regions whose legal status in the social and labor spheres needs to be regulated.
The decree, in particular, facilitates the assignment of state benefits to citizens of Ukraine, and also gives citizens of Ukraine who are temporarily staying in the Republic of Belarus the right to receive pre-school, secondary and special education on an equal footing with citizens of the Republic of Belarus.
Ukrainian nationals seeking to enroll their minor children into educational institutions of the Republic of Belarus will not need to submit the documents that cannot be provided due to objective reasons. This will enable Ukrainian children to continue their education and obtain access to social security benefits (the use of textbooks and manuals; school meals; dormitories; transportation and more).
The decree also abolishes the state fee for the issue of foreign labor permits and special permits for employment of Ukrainian nationals in the Republic of Belarus. The deadline for taking a decision on the issue (refusal) of special permits for employment in the Republic of Belarus of citizens of Ukraine shall not exceed five working days, and the deadline for the issue of an opinion on the possibility (impossibility) of employment is two working days.
The decree will not entail additional expenses of the national budget.
