Top-ranking government officials, the government, the National Bank and the governors should step efforts to solve Belarus’ social and economic development issues, Belarus President Aleksandr Lukashenko said as he heard out a report on the country’s development in Q1 2016 and the measures to raise the efficiency of the economy on 18 April.

“Last year we agreed on the development of our country in 2016. Concrete tasks were given. Back then we agreed to evaluate the efficiency of the efforts of corresponding agencies, first of all, the government, the National Bank, civil servants, including governors, in the development of Belarus and the fulfillment of forecast targets. Q1 is the first reference point. It is over. At the end of H1 we will sum up the results and make corresponding conclusions,” Aleksandr Lukashenko noted.

“I have the matrix of tasks for the entire power vertical on my table. Unfulfilled tasks are marked with red ink. Hit forecast targets are marked with blue ink. There is too much red color in the matrix. I want to listen to your explanations,” the President said. “Everyone should have a plan of action for 2016. Therefore, tell me about the progress in the fulfillment of this plan in Q1. If you failed to do something, tell me why,” he said.

The head of state also remarked that there is a tradition to blame the government and governors for certain problems. At the same time, Aleksandr Lukashenko believes that top-ranking officials having broad authorities and a high status should also take part of the responsibility. In this context, the President stressed that in case there is no positive dynamics and results he will make new personnel decisions.

“This pertains to everybody. In Q2 you should step up efforts to show corresponding results. If you do not do it, other people will come and take charge. Therefore, join efforts and act. If someone does not cope with the tasks, put forward corresponding proposals. They will not shelter themselves behind other people,” the Belarusian leader said.

The head of state also reminded about the role of the Belarus President Administration as the political headquarters of the President supervising the work of various state-run organizations. “I have made all decisions. Your task to clearly and precisely inform me about the state of affairs and your plans. There should be no delays and bureaucracy, do not neglect any reasonable proposals,” the head of state said.

The President also noted that this year Belarus’ development strategy will focus on two major events. The first one is the State of the Nation Address and the second and the main one is the All-Belarus People’s Congress which will specify future goals taking into account the existing experience and results.

It was reported at the session that in spite of the difficulties connected with the fulfillment of the social and economic development targets, there have been positive trends in a number of fields. On the whole, the situation in the Belarusian economy is under control, the macroeconomic stability is ensured.

Aleksandr Lukashenko pointed out the need to use all tools to boost export. The results of the recent talks of the Belarusian President with foreign leaders on the sidelines of the summit of the Organization of Islamic Cooperation testify to the interest in Belarusian products.

The task to raise production efficiency and reduce costs remains on the agenda. The head of state warned against the attempts to hit this target by firing workers or curtailing the social package. It is also essential to maintain labor discipline and raise the professionalism of workers at all levels.
