Conferment of doctor of sciences diplomas and professor certificates

Only the research projects that have a great scientific value and a real effect should be given a green light, President of the Republic of Belarus Aleksandr Lukashenko made the statement at the ceremony held on 24 March to present certificates of doctors of science and professors to research workers and pedagogues.
Aleksandr Lukashenko stressed that presenting certificates of doctors of science and professors to the country’s best researchers at a solemn ceremony has become a good tradition in Belarus. The President said he believes that the fact acknowledges the important role that science plays in the life of the society and the high responsibility of the Belarusian scientific elite.
“Getting the doctor of science degree or the professor title in Belarus is quite an accomplishment,” continued the head of state. “I constantly encourage the State Commission for Academic Degrees and Titles to put up a reliable barrier on the way of obviously weak and outdated works.”
According to Aleksandr Lukashenko, the training of scientific personnel is one of the key steps in improving the performance of research teams. It is the vigorous efforts of doctors of science and professors that carry weight in defining the creative potential of a research institute or an educational institution.
“Healthcare industry shows a good example in this regard,” noted the President. “Quite many dissertations on medical subjects have been defended in Belarus recently. In particular, in areas like clinical medicine, military surgery, oncology, endocrinology, reproductive health, epidemiology, and medical biology.”
Aleksandr Lukashenko said that it is essential to accelerate innovative development of the national economy. “It is needed to train more highly-qualified specialists in a number of priority and in-demand industries of the real economy. These include biotechnology, microbiology, electronic instrument-making, energy sector, chemistry and production of mineral fertilizers, development and enrichment of natural resources, production and processing of farm produce,” the head of state stressed.
Partaking in the ceremony to present certificates of doctors of science and professors were a lot of specialists in natural and technical sciences, physics and mathematics. Addressing the scientists, the President said: “It is important that your developments are in demand. They are used to design new composite materials, devices for the transfer, reception and processing of information, in superconducting nanoelectronics, new optic elements.”
Aleksandr Lukashenko pointed out the achievements of Belarusian agrarians who have reached good results in the development of modern substances against plant diseases.
The event was attended by a number of specialists in humanitarian sciences, namely lawyers, sociologists, economists, art historians. “You are committed to studying the objective laws governing the modern society and economic systems, preservation of the historical and cultural legacy, enrichment of the spiritual wealth of the nation. Specialists in humanitarian sciences have a special mission today, and they must fulfill it,” Aleksandr Lukashenko said.
He believes that scientists should help young talents, should set an example and should pass on traditions of the best schools of thoughts that have already won recognition.
The head of state drew attention to the fact that the year 2015 had been declared the Year of Youth. “The state youth policy has already provided a positive influence on the situation in science,” said Aleksandr Lukashenko. “Young researchers constitute 25% of the total number of scientists. Young talented scientists are constantly supported. Over 500 people were granted scholarships of the President of the Republic of Belarus in 2010-2015.”
Addressing Belarusian researchers, Aleksandr Lukashenko stressed that the majority of them are involved in teaching in addition to researching. “You have the demanding challenge of training and educating the young generation of scientists. They are our future and you just have to help young talents,” said Aleksandr Lukashenko. “Young Belarusians are capable of generating new ideas yet they need wise guidance on the part of more experienced people.”
The head of state remarked that he was pleased to see young doctors of science in the hall. “You have to agree that making a tangible contribution to science at an age below 40 is a good example for the younger generation,” believes the President. “Thanks to tireless labor you have won recognition, respect, and priority not only in your collectives but the scientific community as a whole.”
Aleksandr Lukashenko said it was possible that those present during the ceremony might get certificates of corresponding members and academicians of the National Academy of Sciences of Belarus in the future.
