Commentary to Decree No. 137 of 26 March 2015

    On 26 March Belarus President Aleksandr Lukashenko signed decree No. 137, which amends and expands some previous presidential decrees that regulate the construction and reconstruction of facilities of the National Airport Minsk.

    In particular, in accordance with the document an investment project to build the second artificial runway in the National Airport Minsk is supposed to be implemented by 2019. The runway will have auxiliary facilities and will be designed to land the A380 type of aircraft. The runway will be fitted with precision landing systems.

    The investment project will be funded by the central state budget, the state non-budgetary fund for civil aviation, and the non-budgetary centralized investment fund of the Transport and Communications Ministry, proprietary means of the enterprise National Airport Minsk, bank loans and other legal sources.

    The enterprise National Airport Minsk will serve as the customer of the investment project. The civil engineering company OAO Dorstroymontazhtrest (DSMT) will be the general contractor in charge of building real estate, engineering and transport infrastructure.

    The commodities, which are imported to Belarus and are used to implement the project, as well as the money used by the project’s participants to provide merchandise and services to implement the project will be exempt from import customs duties and VAT till 1 January 2019.

    The press service noted that the decree will allow engaging Belarusian civil engineering and industrial enterprises in the project's implementation as much as possible. It will also enable the best conditions for securing Belarus’ economic interests.
