Meeting with representatives of Belarus President Administration

Belarus President Aleksandr Lukashenko outlined priorities for the senior officials of the Belarus President Administration at the meeting with them on 18 October.

Aleksandr Lukashenko said that honest and fair attitude to people is the main thing. Besides, the Belarus President Administration should always do its best to improve the personnel policy at all levels, maintain executive discipline and monitor the implementation of resolutions and instructions of the head of state, do expert and legal work.

The president explained that the session with the senior officials of the Belarus President Administration is held because the president decided to host such meetings with politicians, economists and law enforcement on a regular basis.

On division of powers

Aleksandr Lukashenko noted that the Belarus President Administration should be a monolithic expert center. At the same time, he mentioned the division of powers and authorities as a key to streamlining cooperation with other state bodies. “You must do your job,” the head of state said. “And major economic issues will be considered in the government, major decisions will be made there.”

The president emphasized that the Belarus President Administration should serve as a kind of filter in many fields. “You cannot change the decision of, for instance, the government. But you must inform the president that certain decisions are not in sync with his requirements and instructions. You also have the State Secretariat of the Security Council to deal with law enforcement issues.”

“The division of powers is important. But it is a fact that all issues must be addressed in the Belarus President Administration. You can even draw my attention to military issues if you think it is necessary. But discipline, flawless and timely fulfillment of all tasks and instructions of the president should always be among your priorities,” the Belarusian leader said.

On personnel policy

According to Aleksandr Lukashenko, this is one of the key functions of the Belarus President Administration. He pointed out the need to improve the personnel policy at all levels. “This is my fundamental requirement, especially, in relation to people included in the presidential personnel pool. Personnel issues are your zone of responsibility,” the president said.

On ideology

“You should immediately respond to any changes in the political, economic, social and other fields. You should produce and accumulate progressive ideas for the development of the country. There cannot be indifferent people. You know how rapidly and sometimes unpredictably the situation in the world in changing. And people’s minds are also changing. People working in the ideological vertical must be the first to feel it. This is one of the crucial conditions of stability in the society and a basis for further development,” the head of state said.

He stressed that ideologists should know how to work with people, realize people’s problems and effectively respond to any challenges.

Aleksandr Lukashenko also deemed it necessary to make ideological work more systematic.

On integrity and justice

Aleksandr Lukashenko said that honest and fair attitude to people is the main area of focus. As an example he cited the results of a recent sociological poll in Russia where people said that justice was the main thing.

“This issue has been a priority for us for ages. And I always said that justice should a corner stone of our policy,” the head of state said.

On presidential aides in regions

According to the head of state, presidential aides play a special role in the fulfillment of the abovementioned instructions. The main areas of focus for them are the social and political, social and economic situation in regions, the situation in every team of workers. “How is the local vertical working? What issues concern people in the regions? You should be in the know of the situation and timely respond to all things,” Aleksandr Lukashenko said.

“As for the personnel policy (you are also inspectors for personnel issues in every region), you should keep all these things in mind, i.e. think about the development of the situation in regions and about the role of personnel in it,” the Belarusian leader added.

On executive discipline

“Executive discipline is a priority. The fulfillment of all president’s resolutions should be monitored. This is how we will manage to keep manageability in the state,” Aleksandr Lukashenko stressed.

He said that high-level state bodies, such as the Belarus President Administration, the State Control Committee, the Belarus President’s Property Management Directorate or the State Secretariat of the Security Council, should monitor the implementation of various decisions. He instructed to thoroughly analyze all reports of local executives.

“In the economic dimension your major task in to thoroughly analyze all decisions, make sure that they are in sync with the state social policy, estimate their influence on people, development of industries, regions of the country in general,” the president said.

On expert and legal work

According to the head of state, expert and legal work and coordination of the activities of state bodies in the legal dimension are also important. “The engagement of the general public and expert councils in the discussion of draft legal acts proved effective,” the president believes. “If developers of draft legal acts miss something, people will always show them where the weak points are.”

Aleksandr Lukashenko cited the concept of the law against domestic violence as an example. This document was previously criticized by the head of state and the general public. “Crucial legal acts should be submitted for public consideration,” the president said.

He deemed it necessary to unify the application of legal acts. “The main thing is to understand that all branches of power in the country should work in unison, there should be all-round cooperation. First of all, I want efficient work from you,” the head of state concluded.
