Commentary to Decree No.428 of 30 November 2017

    On 30 November Belarus President Aleksandr Lukashenko signed Decree No.428 to allow different resident companies in free economic zones (FEZ) to use the same premises (the same land plot) as a free customs zone. The document is supposed to enable conditions conducive to the most effective usage of land, manufacturing premises, and warehouses.

    If free customs zones of different resident companies occupy the same territory, they will be able to simplify customs procedures in the course of manufacturing cooperation. Optimal logistics will be enabled and non-manufacturing costs will be reduced.

    The administration of the free economic zone will be authorized to create such free customs zones upon approval of the State Customs Committee in order to control the presence of merchandise in such free customs zones. The head of state will be the one to determine which Belarusian free economic zones may use the new procedure.

    The document also provides for bringing legislation into compliance with Decree No.166 “On improving the special legal regime of the China-Belarus industrial park Great Stone” of 12 May 2017.
